Support to victims of torture

The OMCT’s Urgent Assistance Fund for Victims aims to respond quickly to the immediate needs of victims of torture and other ill-treatment worldwide. The objective is to help torture survivors get reparation and rehabilitation for the violations they have suffered.

Who is eligible?

  • Persons eligible for assistance are direct or indirect victims or persons threatened with torture;
  • The assistance requested must be urgent;
  • Depending on the case, qualified persons such as doctors, lawyers, or other specialists must confirm the victim’s need for treatment and the requested assistance.

What type of support?

The OMCT’s Fund consists of three types of assistance:

  • Legal assistance involves helping victims seek justice and compensation, including the costs of legal proceedings, lawyers’ fees, obtaining documents and evidence, and forensic assessments;
  • Medical assistance covers help to victims for their physical recovery or psychological rehabilitation, including full or partial coverage of the medical expenses required by the victim’s physical and mental condition; the cost of transfer to a centre specialising in the treatment and rehabilitation of torture victims;
  • Social assistance covers the basic needs of victims and their families regarding their subsistence and social reintegration, including the costs of family visits to victims in prison and the fees for a new income-generating activity.

How to apply?

Applications can be submitted by a victim, a civil society organisation, or a lawyer representing the victim.

The amount provided is assessed on a case-by-case basis. The average amount is €1,500, depending on the victim’s needs.
