The International Secretariat of OMCT requests your URGENT intervention in the following situation in Sudan.

Brief description of the situation

The International Secretariat of OMCT has been informed by the Sudan Organisation Against Torture (SOAT), a member of the OMCT network, that on 15 March 2006, armed forces with land cruisers and armed militias on horses and camels, allegedly the Janjaweed militias, numbering more than 900, attacked and looted Tibon IDP camp in Jebel Marra, West Darfur. The militias also attacked three other villages on the same day, Daya, Turra and Kindo in Jebel Marra. During the attack, approximately 26 internally displaced persons (IDPs) were killed and 6 were wounded. The injured IDPs have not been able to receive medical treatment. There are currently no medical clinics in Jebel Marra due to the departure of humanitarian organizations in February 2006 on account of the deterioration in the security situation in the area.

The International Secretariat of OMCT strongly condemns the continuing attacks and terrorisation on the already vulnerable IDP population in Darfur. OMCT stresses that the continuing attacks on the civilian population by government forces and armed militias committed with impunity is in clear violation of the ceasefire agreement, UNSC resolutions, all subsequent Abuja Agreements and international Conventions protecting non-combatants.

Requested Action

Please write to the authorities in Sudan urging them to:
i. Ensure the physical and psychological integrity of the injured persons and guarantee that they are provided with adequate medical care;
ii. Order a thorough and impartial investigation into these events, in order to identify all those responsible, bring them to trial and apply the penal and/or administrative sanctions as provided by law;
iii. Guarantee that adequate compensation is awarded to the relatives of those who were killed;
iv. Guarantee the respect of human rights and the fundamental freedoms throughout the country in accordance with national laws and international humanitarian law and human rights standards.
