Open letter to the Mayor of Greater Manchester on Ahmed Mansoor's street naming and release

Dear MayorBurnham,

Theundersigned organisations are writing to you to request your support for therelease of the award-winning Emirati human rights defender Ahmed Mansoor,sentenced this week to ten years in prison for his human rights activism. Webelieve that this will be facilitated by raising awareness of his case bynaming a street after him in Manchester.

AhmedMansoor is a pro-democracy and human rights campaigner who has publicly expressedcriticism of serious human rights violations in the United Arab Emirates (UAE).

Mansoor was sentenced to ten years in prison bythe State Security Court in Abu Dhabi on 29 May 2018 for “insulting the statusand prestige of the UAE and its symbols”, including its leaders, as well as of “seeking to damage the relationship of the UAE with its neighbours bypublishing false reports and information on social media.”

Mansoor is the 2015 Laureate of the MartinEnnals Award for Human Rights Defenders, and a member of the Gulf Centre forHuman Rights (GCHR) Advisory Board and Human Rights Watch’s Middle EastAdvisory Committee. Amnesty International considers him to be a prisoner ofconscience, imprisoned solely for exercising his right to freedom ofexpression, who should be immediately and unconditionally released. There areconcerns that Mansoor has been tortured in pre-trial detention that lasted morethan one year.

On 20 March 2017,about a dozen Emirati security officers arrested him at his home in Ajman inthe early hours of the morning. The UAE’s official news agency, WAM, claimedthat Mansoor had been arrested on the orders of the Public Prosecution forCybercrimes, detained pending further investigation, and that he was accused ofusing social media websites to: “publish false information and rumours;”“promote [a] sectarian and hate-incited agenda;” and “publish false and misleadinginformation that harms national unity and social harmony and damages thecountry’s reputation.”

Human rightsgroups are banned in the UAE and people in theUAE who speak out about human rightsabuses are at serious risk ofarbitrary detention, imprisonment, and torture and other ill-treatment. Many suchpeople are serving longprison terms or have felt theyhave no choice but to leave the country. Before his arrest, Mansoor was the lastremaining human rights defender in the UAE who had been in a position tocriticise the authorities’ human rights record publicly.

As you areaware, Manchester City Council has developed close commercial links with seniorfigures in the UAE government, via its stake in the Manchester Life DevelopmentCompany (MLDC), a joint venture ultimately controlled by the Abu Dhabi UnitedGroup for Investment and Development (ADUG). ADUG is owned and controlled bythe Abu Dhabi Executive Affairs Authority, whose chair is Mohamed bin ZayedAl-Nahyan, the de facto ruler of the UAE. In addition, Manchester City FC isowned by the deputy Prime Minister of the UAE, Sheikh Mansour bin Zayed AlNahyan.

While AbuDhabi’s investments may have brought financial benefits to Manchester, thisshould not preclude criticism of human rights violations in UAE - violations whichare starkly at odds with the values and principles that Greater Manchestercelebrates as part of its heritage. In recent years, Senior members of Manchester City Council have celebrated Manchester’slong history of standing up for a range of rights-related causes, including theanti-slavery movement, votes for women, and pro-democracy demonstrations inManchester in 1819. But they have apparently shied away from criticising humanrights violations by the UAE and Abu Dhabi authorities with whom theircommercial partners are linked.

We supportthe local residents who are part of the “Ahmed Mansoor Street” campaign, whoargued it would be “a fitting honour to bestow upon an individual who embodiesso many of the qualities that the city and the wider region celebrates as a keypart of its history.”

As the firstdirectly-elected Mayor of Greater Manchester you are in a unique position toshow leadership on this issue. In your manifestofor the Mayoralty you referred to Greater Manchester as “the home of radicalforward thinking” and expressed your desire to make it “a beacon of socialjustice for the country.” Your publicsupport for a street named after Ahmed Mansoor, and calling for his immediate andunconditional release, would demonstrate your commitment to this heritage andthese ideals.

تكتب المنظمات الموقعة أدناه إليك لتطلب دعمك من أجل الإفراجعن المدافع عن حقوق الإنسان الإماراتي الحائز على جوائز أحمد منصور، والذيحُكم عليه هذا الأسبوع بالسجن لمدة عشر سنوات بسبب نشاطه في مجال حقوق الإنسان.ونحن نعتقد أن رفع الوعي بقضيته من خلال إطلاق اسمه على أحد الشوارع في مانشسترسيسهل ذلك.

أحمد منصور هو مناضل مؤيد للديمقراطية وحقوق الإنسان، قامبانتقاد الإنتهاكات الجسيمة لحقوق الإنسان في دولة الإمارات العربية المتحدة بشكلعلني.

حكمت محكمة أمن الدولة في أبو ظبي على منصور بالسجن لمدة عشرسنوات في 29 مايو/مايس بتهمة "الإساءة لمكانة وهيبة دولة الإماراتورموزها"، بما في ذلك قادتها، بالإضافة إلى "السعي إلى تدمير علاقةالإمارات بجيرانها من خلال نشر تقارير ومعلومات خاطئة عبر مواقع التواصل الاجتماعي."

حصل منصور على جائزة مارتن إينالز للمدافعين عن حقوق الإنسانلعام 2015، وهو عضو المجلس الاستشاري لمركز الخليج لحقوق الإنسان وعضو اللجنةالاستشارية لقسم الشرق الأوسط وشمال أفريقيا في منظمة هيومن رايتس ووتش. تعتبرهمنظمة العفو الدولية سجين رأي، سُجن لمجرد قيامه بممارسة حقه في حرية التعبير،ويجب الإفراج عنه فوراً وبلا قيد أو شرط. أن هناك مخاوف بشأن تعرض منصور للتعذيبأثناء فترة احتجازه قبل المحاكمة والتي دامت أكثر من عام.

في الساعات الأولى من صباح يوم 20 مارس/آذار 2017، ألقي حوالي 12من قوات الأمن القبض على منصور من منزله في عجمان. أعلنت وكالة الأنباءالإماراتية، وهي وكالة الأنباء الرسمية للدولة، أن منصور اعتقل بناء على أوامر منالمدعي العام للجرائم الإلكترونية، وأنه محبوس على ذمة التحقيقات، وأنه متهمباستخدام مواقع التواصل الاجتماعي "لنشر المعلومات الكاذبة والشائعات"و"الترويج لأجندة طائفية تحرض على الكراهية،" و"نشر معلومات كاذبةومضللة تلحق الضرر بالوحدة الوطنية والانسجام الاجتماعي وتضر بسمعة البلاد."

أن جماعات حقوق الإنسان محظورة في الإمارات العربية المتحدة،والأشخاص الذين يقومون بفضح إنتهاكات حقوق الإنسان معرضون لخطر الاحتجاز التعسفي،والحبس، والتعذيب، وغيرها من أشكال سوء المعاملة. والكثير من هؤلاء حالياً إماينفذون أحكاماً بالسجن لفترات طويلة أو شعروا أنهم ليس لديهم خيار سوى ترك البلد.

كان منصور قبل اعتقاله هو آخر المدافعين عن حقوق الإنسانالموجودين في دولة الإمارات العربية المتحدة في وضع يسمح له بانتقاد سجل السلطاتفي مجال حقوق الإنسان علناً.

كما تعلم، قام مجلس مدينة مانشستر ببناء روابط تجارية وثيقة معشخصيات رفيعة في حكومة دولة الإمارات العربية المتحدة، من خلال حصتها في شركةمانشستر لايف للتطوير، وهو مشروع مشترك تسيطر عليه في النهاية مجموعة أبوظبيالمتحدة للاستثمار والتنمية والتي تملكها وتديرها سلطة أبوظبي التنفيذية، ورئيسهامحمد بن زايد آل نهيان، الحاكم الفعلي للإمارات العربية المتحدة. وبالإضافة إلىذلك، فإن نادي مانشستر سيتي مملوك لنائب رئيس الوزراء الإماراتي الشيخ منصور بنزايد آل نهيان.

على الرغم من أن استثمارات أبو ظبي ربما تكون قد جلبت منافعمالية لمانشستر، إلا أن هذا لا يمنع انتقاد إنتهاكات حقوق الإنسان في الإماراتالعربية المتحدة - خاصة وأنها إنتهاكات تتناقض بشكل صارخ مع القيم والمبادئ التيتحتفل بها مانشستر الكبرى كجزء من تراثها. ففي السنوات الماضية، احتفل أعضاء كبارفي مجلس مدينة مانشستر بتاريخ مانشستر الطويل في الدفاع عن مجموعة من القضاياالحقوقية، منها حركة مكافحة العبودية، وحق التصويت للنساء، والمظاهرات المؤيدةللديمقراطية في مانشستر عام 1819. لكنهم على ما يبدو عزفوا عن انتقاد إنتهاكاتحقوق الإنسان التي تقوم بها سلطات الإمارات وأبو ظبي التي يرتبط شركائهم فيالعلاقات التجارية بها.

نحن نؤيد سكان المدينة الذين يشكلون جزء من حملة "شارعأحمد منصور"، الذين يرون أنه سيكون بمثابة "تكريم مشرف سيمنح لشخص جديربه يجسد الكثير من الصفات التي تحتفل بها المدينة والمنطقة كجزء رئيسي من تاريخها."

باعتبارك أول عمدة يتم انتخابه مباشرة في مدينة مانشسترالكبرى، فأنت في موقع فريد للعب دور قيادي في هذه القضية. لقد أشرت في بيانك الخاصبعمدة مانشستر الكبرى أنها "بيت التفكير التقدمي الراديكالي"، كما أعربتعن رغبتك في أن تجعل منها "منارةللعدالة الاجتماعية في البلاد." أن دعمك العلني لإطلاق اسم أحمد منصور علىأحد الشوارع، والدعوة لإطلاق سراحه الفوري وغير المشروط سيظهر التزامك بهذا التراثوهذه المثل العليا.
