Namibia: detention and torture of 49-year-old citizen

The International Secretariat of OMCT requests your URGENT intervention in the following situation in Namibia.




Brief description of the situation



The International Secretariat of OMCT has been informed by a reliable source that on Monday 17th July 2000, Saraguro Paulus Makanga (49), a Sambyu-speaking Namibian citizen, was arrested at Cheye Village, some 35km east of Rundu and taken away by Namibian security forces. He was reportedly kept in detention for seven days, without appearing before a Magistrate, and was allegedly "extensively" tortured at Rundu Military Base.




Action requested



Please write to the authorities in Namibia urging them to:



i.take all necessary measures to guarantee the physical and psychological integrity of Saraguro Paulus Makanga;


ii.order a thorough and impartial investigation into these allegations of arbitrary arrest and alleged torture in order to identify those responsible, bring them to trial and apply the penal, civil and/or administrative sanctions as provided by law;


iii.guarantee adequate compensation and rehabilitation to Saraguro Paulus Makanga;


iv.guarantee the respect of human rights and the fundamental freedoms throughout the country in accordance with national laws and international human rights standards.
