Israel: Killing of six children by shellfire

The International Secretariat of OMCT requests your URGENT intervention in the following situation in the Occupied Palestinian Territories.


Brief description of the situation

The International Secretariat of OMCT has been informed by the Public Committee Against Torture in Israel (PCATI), a member of the OMCT network, that on 14th January 2005, six children were killed and four others were injured when they were struck by Israeli Defence Forces tank shellfire.

According to the information received, the children, all residents of the village of Lahia, north of Gaza, were picking strawberries in a field near their home when they were hit.


The minors killed:

2. Ibrahim Abd-Alfatach Kassiah, ID 803216639, aged 14
3. Imad Yussef Kasiah, ID 802090464, aged 16
4. Muhammed Kamal Jeban, aged 17, ID 801766437

OMCT expresses its grave concern over these events. OMCT would like to recall Israel that under the Convention on the Rights of the Child, to which Israel is party, that “States Parties undertake to respect and to ensure respect for rules of international humanitarian law applicable to them in armed conflicts which are relevant to the child” (Article 38.1) and that it should “take all appropriate measures to protect the child from all forms of physical and mental violence” (Article 19.1) and ensure the right to life (Article 6).


Actions requested
Please write to the authorities in Israel urging them to:

i. guarantee the physical and psychological integrity of Issa Ramadan Issa Gali, Ibrahim Abd-Alfatach Kassiah, Imad Yussef Kasiah, and Muhammed Kamal Jeban, and ensure that they are provided with adequate medical treatment;

ii. order a thorough and impartial investigation into these events, in order to identify those responsible, bring them to trial and apply sanctions as provided by law;

iii. guarantee that adequate reparation is provided to the victim’s families;

iv. guarantee the respect of human rights and the fundamental freedoms throughout the country in accordance with national laws and international human rights standards;
