OMCT condemns killings of demonstrators in Tripoli and calls for investigation and restraint

TRIPOLI– The World Organisation Against Torture (OMCT), the principal global civilsociety coalition against torture, expresses concern about the aggravatedviolence in Libya and calls for all armed groups to be brought under effective civiliancontrol, respecting the rights of those under Libyan jurisdiction.

Libya has been thrust ever deeper into violence this weekend as apeaceful demonstration turned awry on Friday afternoon and an armed groupopened fire on protestors in Tripoli, killing dozens, injuring hundreds, andsparking armed clashes across and beyond the city. The weekend’s death toll isat 47 with over 500 injured, including women, children, the elderly,journalists, students, and displaced persons. OMCT is also concerned over crediblereports of the killing of displaced Tawergha in an IDP camp in Tripoli in theaftermath of Friday’s bloodshed.

OMCT, the Libyan Organisation for Human Rights Defenders, and the LibyanLegal Aid Network condemn this violence and continue to monitor the situation.We call for the full respect of the rights to peaceable assembly and expression,demand maximal restraint from all parties, and insist on a nonviolentresolution to this crisis.

This weekend’s escalation follows continued insecurity about the role ofmilitias operating outside state control, notably in Benghazi and Tripoli; asteady increase in violence and threats against human rights defenders andjournalists; and the continuous practice of arbitrary detention, acts of kidnapping,torture and ill-treatment, and instances of extra-judicial killings.

“The latest spate of violence illustrates the urgency of building aprofessional law enforcement structure that ensures respect for the rights ofall citizens without discrimination,” said Gerald Staberock, Secretary-Generalof OMCT. For this to happen, it is vital that all armed groups be brought undereffective civilian control as foreseen under Decree 53, passed earlier thisyear by the General National Congress (GNC). OMCT also calls for theimplementation of Decree 27 – passed by the GNC in March, and which mandatesthat all non-state armed groups vacate Tripoli – and demands that all partiescomply with international human rights obligations.

OMCT, the Libyan Organisation for Human Rights Defenders, and the LibyanLegal Aid Network express their condolences to all those who have suffered thisweekend. We demand an independent, impartial, and thorough investigation into thisweekend’s violence and expect the findings to be released promptly to thepublic.

ليبيا: المنظمة العالمية لمناهضة التعذيب تدين قتل المتظاهرين في طرابلس وتدعو لضبط النفس والاحترام الكامل لسيادة القانون

طرابلس - المنظمة العالمية لمناهضة التعذيب (OMCT)، التحالف العالمي الرئيسي لمناهضة التعذيب، تعرب عن قلقها إزاء العنف المتفاقم في ليبيا وتدعو لوضع كافة التشكيلات المسلحة تحت رقابة مدنية فعالة، واحترام حقوق الأشخاص الخاضعين لولاية الدولة الليبية .

قد دفعت ليبيا أعمق من أي وقت مضى في وقائع العنف الامر الدي وصل في نهاية هذا الاسبوع الى تحول مظاهرة سلمية مرخصة بعد ظهر يوم الجمعة وفتحت مجموعة مسلحة النار على المتظاهرين في طرابلس، مما أسفر عن مقتل العشرات وإصابة المئات، واندلاع اشتباكات مسلحة عبر وخارج المدينة. عدد القتلى في مطلع الاسبوع هو ٤٧ و أكثر من ٥٠٠ جريح، بينهم نساء وأطفال ،كبار السن ،الصحفيين ،طلاب ونازحين . تشعر المنظمة العالمية لمناهضة التعذيب أيضا بقلق لأحداث القتل لتي إستهدافت النازحين بمخيم الفلاح في طرابلس في أعقاب إراقة الدماء يوم الجمعة.

المنظمة العالمية لمناهضة التعذيب، والمنظمة الليبية للدفاع عن المدافعين عن حقوق الإنسان، والمنظمة الليبية للمساعدة القانونية تدين هذا العنف وتستمر في مراقبة الوضع. و تدعو إلى الاحترام الكامل للحق في التجمع السلمي والتعبير، وتطلب من جميع الأطراف ضبط النفس ويصرون على إيجاد حل سلمي جذري لهذه الأزمة.

الأشتباكات المسلحة في نهاية هذا الاسبوع تأتي في أعقاب استمرار انعدام الأمن حول دور الميليشيات التي تعمل خارج سيطرة الدولة، ولا سيما في بنغازي وطرابلس؛ و الزيادة المطردة في أعمال العنف والتهديدات ضد المدافعين عن حقوق الإنسان والصحفيين، وممارسة مستمرة من الاعتقال التعسفي، وأعمال الخطف والتعذيب و سوء المعاملة، وحالات القتل خارج نطاق القضاء.

"بعد أحدث موجات العنف تظهر الحاجة الملحة لبناء هيكل مهني لإنفاذ القانون و التي تضمن احترام حقوق جميع المواطنين دون تمييز"، قال جيرالد ستابروك، السكرتير العام للOMCT. وبالتالي فمن الأهمية بمكان أن يتم ضم كافة التشكيلات المسلحة تحت رقابة مدنية فعالة على النحو المقرر بموجب القرار ٥٣ لسنة ٢٠١٣ ، الذي أقر في وقت سابق هذا العام من قبل المؤتمر الوطني العام (GNC). وتدعو المنظمة العالمية لمناهضة التعذيب أيضا لتنفيذ القرار ٢٧ - الذي أقره المؤتمر الوطني العام في شهر مارس ٢٠١٣ ، والذي ينص على جميع التشكيلات المسلحة إخلاء مدينة طرابلس - ويطالب جميع الأطراف الامتثال لالتزاماتهم الدولية وفقا للقانون الدولي لحقوق الإنسان.

المنظمة العالمية لمناهضة التعذيب ، والمنظمة الليبية للمدافعين عن حقوق الإنسان، والمنظمة الليبية للمساعدة القانونية تعرب عن تعازيها لكل الذين عانوا في نهاية هذا الاسبوع. و نطالب بإجراء تحقيق مستقل وحيادي، وشامل في أعمال العنف و القتل في مطلع الاسبوع المقبل، ونتوقع أن تعلن النتائج فورا للجمهور.
