Türkiye: Briefing Paper on Enforced Disappearances

Enforced disappearances remain a grave human rights concern in Türkiye, particularly during periods of political unrest. The newly released briefing paper by the World Organisation Against Torture (OMCT) sheds light on the historical and ongoing patterns of these violations, notably following the 1980 military coup, the 1990s conflict in Southeast Anatolia, and the aftermath of the 2016 attempted coup. Through a comparative analysis, the report highlights how enforced disappearances have systematically targeted political dissidents, human rights defenders, and individuals accused of terrorism-related offences, with a persistent lack of accountability from State authorities.
The findings reveal that enforced disappearances are facilitated by emergency laws, institutionalised impunity, and a judicial system that fails to investigate or prosecute such cases effectively. Drawing from international human rights standards and European Court of Human Rights rulings, the report exposes the systemic barriers preventing justice for victims and their families. It also underscores the failure of Turkish authorities to implement necessary safeguards, leading to continued violations despite international condemnation.
We call on Turkish authorities to acknowledge the severity of this issue, conduct independent investigations, and take meaningful steps to end the cycle of impunity for enforced disappearances. The report presents key recommendations, including legal reforms, adherence to international human rights obligations, and support for victims seeking truth and justice. Addressing this critical issue is essential to upholding the rule of law and protecting fundamental rights in Türkiye.
